Why I created it
Learning is easy to deliver and hard to prove. This makes evaluation deliberate from the start, rather than an afterthought.
When to use it
At the design stage of any significant learning initiative, alongside a needs analysis.
The problem it solves
It prevents learning that feels productive but changes nothing, by tying every programme to measurable behaviour and outcomes.
