Redesigning Compliance Training to Drive Policy Adherence
Moving compliance from passive awareness to measurable behaviour change in a regulated environment.
Project overview
A redesign of corporate compliance training built to change behaviour, not just record completion.
As lead instructional designer, I handled the compliance needs analysis, learning strategy, design and impact evaluation. The brief was to reduce organisational risk by making policy stick.
Business challenge
Completion was high, but adherence was not.
Training relied on static slide decks and mandatory reading. Employees skipped critical content, retention was low, and non compliance incidents were rising, creating regulatory exposure, reputational risk and inconsistent application across departments.
Discovery
People completed modules to tick a box, not to guide decisions.
The training was information heavy with little real world application, and assessments measured recall rather than behaviour. The insight was clear. Compliance learning has to translate awareness into the decisions people actually make at work.
My thinking
I designed around realistic decisions and immediate feedback.
Given the regulatory risk, the strategy prioritised active, scenario based learning over content volume. Microlearning modelled real compliance decisions, assessments gave immediate feedback, light reinforcement sustained attention without undermining the seriousness of the material, and job aids sat inside the workflow.
Solution design
An interactive programme with accountability built in.
The final programme included interactive modules with branching scenarios, quick reference job aids, gamified reinforcement, manager checkpoints to verify application, and an analytics dashboard tracking engagement, completion and behaviour.
Process
Three trade offs kept it focused and deployable.
I prioritised behaviour focused microlearning over long form courses, focused on the highest risk scenarios rather than full role by role personalisation, and deferred advanced individual analytics to a later phase. This kept full policy coverage and audit readiness while allowing a faster rollout.

Outcome
Completion and engagement rose from 70 percent to 95 percent.
Knowledge retention improved by 45 percent on post training assessments, compliance incidents fell noticeably, and managers reported that employees understood and applied policies better. The redesign reduced organisational risk while improving consistency and audit readiness across teams.
Reflection
Awareness is not adherence.
Compliance only works when it changes what people do under pressure. Designing for realistic decisions, with feedback and accountability, turned a box ticking exercise into measurable behaviour.
